FC, Thomson Papers, Library of Congress. On the verso of Vining's note, written at noon that day, is Thomson's reply.

John Vining to Charles Thomson

Mr. Vining presents his respects to Mr. Thomson— and takes the Liberty, if his Leisure will admit of it, to request him to give his Idea of a Domestick Department, and the Duties necessary to be comprehended within such an office— Mr. Vining would not have troubled Mr. Thomson, upon this occasion, but the Time allow'd him for the consideration of this Business will necessarily be very limited.
